उत्तराखंड विधानसभा में हुए बैक डोर से भर्ती मामले में विधानसभा अध्यक्ष को कल देर रात रिपोर्ट मिलने के बाद आज प्रेस वार्ता करते हुए विधानसभा अध्यक्ष ने बड़ी कार्यवाही की है। दरअसल, साल 2016, 2020 और 2021 में हुई 228 नियुक्तियों को निरस्त करने के साथ ही वित्तीय अनियमितता को लेकर विधानसभा के सचिव मुकेश सिंघल को भी निलंबित कर दिया है। अध्यक्ष ने कहा कि उन्होंने अपनी मंशा को प्रदेश की जनता के सामने रखा है साथ ही युवाओं को निराश होने की जरूरत नहीं है क्योंकि वह पूरा प्रयास कर रही है कि युवाओं के आशाओं और अपेक्षाओं पर खरा उतरे।
विधानसभा अध्यक्ष रितु खंडूरी ने कहा कि 3 सितंबर को इस मामले को लेकर उन्होंने कहा था कि विशेषज्ञ समिति गठित की जाएगी लिहाजा विशेषज्ञ समिति गठित किए जाने के 20 दिन बाद यानी आज उन्होंने रिपोर्ट के आधार पर पूरा खुलासा कर दिया है हालांकि विशेषज्ञ समिति ने 2 से 14 पेज की रिपोर्ट सौंपी है जिसमें केवल 29 पेज रिपोर्ट का अंश है। समिति ने विधान सभा सचिवालय के रिकार्ड का परीक्षण करने पर यह पाया है कि वर्ष 2016 तक, वर्ष 2020 तथा वर्ष 2021 में जो तदर्थ नियुक्तियां की गयी उनमें अनियमितताए थीं तथा इन भर्तियों में विभिन्न पदों के लिये निर्धारित नियमों का पालन नहीं हुआ है।
समिति ने विभिन्न न्यायालयों द्वारा नियम विरूद्ध भर्तियों के सम्बन्ध मे समय-समय पर दिये गये आदेशों का हवाला देते हुए अपनी रिपोर्ट में यह सिफारिश की है कि निम्नलिखित कारणों से नियमों के विरूद्ध की गयी इन सभी नियुक्तियों को तत्काल प्रभाव से निरस्त कर दिया जाए। समिति ने वर्ष 2016 तक 150 तदर्थ नियुक्तियों, वर्ष 2020 में 06 तदर्थ नियुक्तियों तथा वर्ष 2021 में 72 तदर्थ नियुक्तियों की पहचान कर उन्हें निरस्त करने की सिफारिश की है। समिति ने इस संबंध में कई कारण बताए हैं।
जिसके बाद विधान सभा अध्यक्ष ने जांच समिति की अनुशंसा को स्वीकार करते हुए वर्ष 2016 तक की 150 तदर्थ नियुक्तियों को, वर्ष 2020 की 06 तदर्थ नियुक्तियों को तथा वर्ष 2021 की 72 तदर्थ नियुक्तियों को निरस्त करने का निर्णय लिया है। इन सभी नियुक्तियों को शासन का अनुमोदन प्राप्त है, लिहाजा, नियमानुसार इन सभी नियुक्तियों को निरस्त करने के लिये शासन का अनुमोदन लिया जाएगा। इन नियम विरूद्ध सभी नियुक्तियों को निरस्त करने के लिये अनुमोदन ले लिए उन्होंने शासन को तत्काल प्रस्ताव भेज दिया है। अनुमोदन प्राप्त होते ही नियम विरूद्ध सभी नियुक्तियां तत्काल समाप्त कर दी जाएगी।
इसी प्रकार उपनल के माध्यम से की गयी 22 नियुक्तियों को भी तत्काल प्रभाव से निरस्त कर दिया है। साथ ही विधान सभा सचिवालय ने वर्ष 2021 में 32 विभिन्न पदों पर सीधी भर्ती के लिये आवेदन पत्र मंगाये गये थे, जिसके लिये इस वर्ष 20 मार्च को लिखित परीक्षा भी आयोजित की गयी थी जिसका परिणाम अभी तक घोषित नहीं हुआ है। इस परीक्षा के लिये लखनऊ की एक प्राईवेट एजेंसी मैसर्स आर०एम०एस० टेक्नोसोल्यूशनस प्रा० लि० का चयन किया गया। इस एजेंसी के कार्यकलाप विवादों में रहे हैं और इस पर पेपरलीक के गंभीर आरोप भी लगे हैं जिसके चलते कम से कम 5 प्रतियोगिता परीक्षा शासन को रदद करनी पड़ी है।
लिहाजा, विधानसभा सचिवालय में नियमों/प्रावधानों का उल्लघंन करते हुए इस एजेंसी का चयन किया गया है इसमे अनेक वित्तीय अनियमितताए भी पायी गयी हैं। मिली जानकारी अनुसार इस एजेंसी को बिल प्राप्त होने के 02 दिन के अन्दर बैंक से 59 लाख रूपये का भुगतान भी जारी कर दिया गया जिसमें विधान सभा सचिव की भूमिका भी संदेह के घेरे में है। जिसे देखते हुए 32 पदों पर हुई परीक्षा को भी निरस्त कर दिया गया है। साथ ही जांच पूरी होने तक विधानसभा सचिव मुकेश सिंघल को भी तत्काल प्रभाव से निलंबित कर दिया गया है।
विशेषज्ञ समिति की ओर से दी गई संस्तुतिया…….
– सेवा के विभिन्न पदों पर सीधी भर्ती के लिये निर्धारित चयन समिति का गठन नहीं किया गया। इस प्रकार ये सभी नियुक्तियां चयन समिति के माध्यम से नहीं की गयी है।
– इन नियुक्ति किये जाने के लिए कोई विज्ञापन नहीं दिया गया और न ही कोई सार्वजनिक सूचना दी गयी और न ही रोजगार कार्यालय से नाम मंगाये गये।
– नियुक्ति किये जाने के लिए इच्छुक अभ्यर्थियों से आवेदन पत्र नहीं मांगे गये, केवल व्यक्तिगत आवेदन पत्रों पर नियुक्ति प्रदान कर दी गयी।
– नियुक्ति किये जाने के लिए कोई प्रतियोगिता परीक्षा आयोजित नहीं की गयी।
– इन भर्तियों के लिये सभी पात्र एवं इच्छुक अभ्यर्थियों को समानता का अवसर प्रदान नही करके भारत के संविधान के अनुच्छेद-14 एवं अनुच्छेद-16 का उल्लंघन हुआ है।
